The Problem and its Background
Closed-Circuit televisions (CCTV) is an interesting topic as it is clear that it has many different purpose, Now in our lives the CCTV camera was very common you can see it in different places like street, department store ,buildings , computer shop and other establishment in our country . it is interesting because CCTV affects societies and have a great impact in terms of security to prevent crimes and public safety this is the most important aspects as it is a benefit to our society.
A Closed-Circuit television (CCTV) is a vital and essential technology in terms of security purposes either private or public and government establishment. in industrial plants CCTV equipment may be used to observe parts of a process from a central control room. For example when the environment is not suitable for humans. CCTV system may operate continuously or as required to monitor a particular event.
Closed-Circuit television (CCTV) is a surveillance technique that aims to prevent crime by increasing the perceived risks of potential offenders in engaging in criminal acts. CCTV is a TV system in which signals are not publicly distributed but are monitored, primarily for surveillance and security purposes.
Closed-Circuit television (CCTV) relies on strategic placement of cameras, and observation of the camera’s input on monitors somewhere. Because the cameras communicate with monitors and/or video recorders across private coaxial cable runs or wireless communication links, they gain the designation “closed-circuit” to indicate that access to their content is limited by design only to those able to see it.
Older CCTV systems used small, low-resolution black and white monitors with no interactive capabilities. Modern CCTV displays can be color, high-resolution displays and can include the ability to zoom in on an image or track something (or someone) among their features. Talk CCTV allows an overseer to speak to people within range of the camera’s associated speakers.
The theory behind CCTV’s aim to prevent and reduce crime makes the numbers of assumption about the mechanisms under which CCTV works. Generally, the main objectives of CCTV surveillance implementation are deterrence. The presence of cameras is thought to have a deterrent effect on potential offenders, as long as they are aware the cameras maybe watching their activities. When the locations of the cameras are advertised, potential offenders may perceive that the increased risk of being caught by police outweighs the benefits of the intended crime. Crime prevention is therefore a feature of offenders perception, which might produce a self-discipline in which such individuals control their acts.
CCTV Cameras are appropriate tools for security purposes, were installed. A According to the some citizen live in Barangay Bahay Toro Project 8 Quezon City that we choose to conduct a survey. CCTV cameras will help commercial establishment monitor suspicious looking individuals and prevent any plan of criminal activity.
Such concerns are legitimate and must be addressed by careful design and implementation of CCTV surveillance system, although some area in our country already has. The important of CCTV is the crime prevention and security measures, and continuous technical advances, leading to improved system and reduced costs, they are bound to improve system performance and lead to more and more such system being deployed.
It is in this matter that the researcher was encouraged to improve this study on effectiveness in terms of CCTV system.
This includes different theory from local and foreign literature studies that have direct support to the research study this particular research study gives the gist or substance of the relevant readings done by researcher, which are related to the present research study. The foreign and local literature and studies would serve as a guide and support in the interpretation and analysis of the data gathered.
Relationship between the perceived level of effectiveness of CCTV camera system and the organizational performance
Statement Of The Problem
The purpose of this research was to find out the perceived effectiveness of CCTV camera system in objective relation to organizational performance of Barangay Bahay Toro Project 8 Quezon City.

There is no significant difference on the perceived effectiveness of CCTV camera system and the Organizational Performance of Barangay Bahay Toro Project 8 Quezon City.
There is no significant relationship between the perceived effectiveness of CCTV and the Organizational Performance of Barangay Bahay Toro Project 8 Quezon City
Scope and Limitation of the Study
This study will focused on the perceived effectiveness of CCTV camera in Barangay Bahay Toro Project 8 Quezon City. This study, discusses the security and the perceived effectiveness of CCTV camera specially to prevent crimes, violence and other criminal activities. The CCTV contains of information on video surveillance technology, its application, and leading edge video analytical techniques applicable to it, its need, the developments and trends in this field, the issues it raises, and the demand it generates. Furthermore it only attempted to identify the needs of the concerned, explanation or reasons for these needs were not concerns of this study.
Significance of the Study
This study is helpful to the Barangay Bahay Toro Project 8 Quezon City’s citizen and has a better impact to improve the security in terms of safeness to the people who live there and to have decreased the crime rate activity.
Definition of Terms
CCTV – (Closed Circuit TV) A self-contained surveillance system comprising cameras, recorders and displays for monitoring activities in a store or company.
CCTV Effectiveness – closed -circuit television utilizes video cameras in surveillance of a particular area using a limited number of surveillance monitors. Almost all video cameras fit in the usage as the CCTV cameras, although the ones used must have high definition for accuracy in monitoring mainly in banks, supermarkets, casinos, airports, military institutions, and convenience stores. In most cases, the cameras function in
deterring crime from occurrence and minimizing the levels in places where it cannot stop completely.

Organizational Performance- comprises the actual output or results of an organization as measured against its intended outputs (or goals and objectives).
Security System- It is literally a means or method by which something is secured through a system of interworking components and devices.
Video Surveillance- the vast majority of video surveillance cameras are not operated by government bodies, but by private individuals or companies, especially to monitor the interiors of shops and businesses.
Related literature and studies
This Chapter includes different local and foreign literature and studies that have direct support to the research study. This particular research study gives the gist of the relevant readings done by researcher,which related to the present research study. The foreign and local literature and studies would serve as a guide and support in the interpretation and analysis of the data gathered.
Foreign Literature In the Article IP CCTV – The Next Generation’s Surveillance Technology by Emily Robinson published on July 06, 2011 that came from the website www.ezinearticles.com stated, stated that CCTV cameras are used only in high profile events. Indeed this may be thefact in the days to come. They are made compulsory by government asto avoid any miscreant’s problems and untowardly incidents. Thesemodern day tools if properly put into use can do wonders in the area of security.1This article is related to the present study because the researchers believe that CCTV is a very useful tool to solve problems in the society because it serves as credible evidence.In May 22, 2009, Mr. Andy J. Thompson wrote an article entitled”CCTV Security Cameras – do they help fight crime” where stated that”The UK has more CCTV camera coverage than any other country. A
recent study examined the effectiveness of UK security cameras as It pertains to crime prevention. CCTV is clearly an effective deterrence to criminal activity.” It was also stated that CCTV video is often used in police investigations and the writer believes that most people are convinced of the effectiveness of video surveillance and may even feel a certain amount of comfort in knowing that it adds to their sense of personal safety and they understand that their chances of being a victim of crime are reduced when they find themselves in an area monitored with CCTV cameras.2In relation to the present study, the researchers believe that CCTV is a very effective tool to distinguish criminals and secure public places.Lester J. Hester’s article “CCTV System- The Advantages and Disadvantages” published in Ezine Articles stated that CCTV is highly useful for crime prevention as it increases the chance of the perpetrator being caught, aiding police investigations, preventing theft from the till, proving innocence by sense of protecting and defending the people in any accusations, but CCTV does not always works in proper system. It could not display every single square of your office,banks, stores, and other areas. Although you set the location of the system in a very careful way, you still cannot get total guarantee of security level.
This article is related to the present study because it gives the people the information that CCTV doesn’t only have its advantages because at some point it also has its disadvantages.
The descriptive research design was used in the study. This particular method was chosen because of its appropriateness to the problem. Calderon and Gonzales (1993) discussed that the process of descriptive research goes beyond more gathering and tabulation of data. It is also involves the elements of interpretation of data or significance of what is being described.
Under this design, descriptive Cor-relational in particular was utilized, for this method seeks to investigate whether a relationship exists between two variables or more.
The survey type of descriptive research design was used in gathering data. This is suitable in this study. The researcher made use of questionnaire in order to come up with the proper interpretation of what is being observed in the present situation, practices and condition.
Population and Sampling
A probability sampling technique was used in considering the respondents. It was done by choosing the respondents based on the contents of the study to be undertaken which was a very good representative of the total population. According to (Arboledia, 1997) sampling techniques is an important element to research design mainly because it helps to determine the single unit of the problem needed in the study. The term sampling as indicated, is deliberately used to appropriately select the needed samples who will be the subjects of the study.

Respondents of the Study
The respondents of our survey are the street side residences in Barangay Bahay Toro Project 8 Quezon City to gather a survey of perceived effectiveness of CCTV camera and Organizational Performance in terms of prevent crimes, violence and other criminal activities.
The researcher used the survey questionnaire designed for the purposes of gathering data that is necessary to this study, there were three parts of the survey instrument. The first part dealt on the respondents.
The second part measured the effectiveness of CCTV Camera System was adapted from the works of chairman of Barangay Bahay Toro Project 8 Quezon City on “Closed Circuit Television in the Public Places: its acceptability and perceived effectiveness”
The third part measured the organizational performance of the respondents using the Organization Performance. This was based from the study of Sangmook Kim of the Seoul national University
of Technology on “Individual-level factors and Organizational Performance in Government Organization” It is categorized into Job satisfaction, organization commitment, Public Service Motivation and Organizational Citizenship behaviour.
Data Gathering Procedures
1.A survey questionnaire was prepared based on the issues regards in CCTV effectiveness in Barangay Bahay Toro Project 8 Quezon City.
2.The survey questionnaire was presented to the adviser for validation. This was forwarded to the dean of College of Public Administration to validate the survey instrument.
3.After the validation of the survey questionnaire, The researcher forwarded a letter of request note by the adviser for the approval of the Chairman of Barangay Bahay Toro Project 8 Quezon City requesting for the dissemination of the survey questionnaire.
4.Upon approval by the Chairman of Barangay Bahay Toro Project 8 Quezon City; The questionnaire was distributed to the target respondents of the study.
5.After answering the questionnaire by the respondents, The researcher retrieved and gathered the data instrument for tabulation and analysis.
Statistical Treatment of Data
The following statistical tools and techniques were used to ensure a valid and systematic presentation, analysis and interpretation of the data in the study.
The statistical treatments used by the researcher are the following frequency and percentage. Weighted mean, analysis of variance to determine the significant differences and person correction in determining the degree of relationship.
In the qualifying the descriptive responses in the questionnaire, the following criteria were used:
