In Africa over 80 percent of goods and peoples are transported by road, and in Ethiopia road transport accounts for over 90 percent of all the inter-urban freight and passenger movement in the country. Transportation is one of the basic requirement for the proper functioning of societies as its demand is highly related to the movement of people from one place to another. Ethiopia is one of the fastest growing country in Africa and have an increasing level of motorization. This rapidly increasing mobility has created some unique safety concerns.
Particularly, nowadays, road traffic accident has been both public health and development issue and attracted the attention of governments, civil society organizations, business, and community leaders alike throughout the world. According to the World Health Organization (hereafter WHO) report, every year more than 1.25 million people now die on the world’s road and 50 million people are injured or disabled as a result of road traffic crashes. Principally, injured people have occupied 30 to 70 percent of orthopedic beds in developing countries hospitals business as a usual continuous, according to WHO, ”road traffic injuries are estimated to be the ninth leading cause of death across all age group global burden of disease and injury by 2030.”
Road traffic crashes pose a significant burden in Ethiopia. Developing countries contribute to over 90 percent of the world’s road tr5affic fatalities. Six years of police reported crash data in Ethiopia were analyzed consisting of 12,140 fatal and 29,454 injury crashes on country’s road network. In Ethiopia 10,000 car accidents were happen, 500 million birr of wealth were lost per year. Almost 89 percent of accidents are due to drivers fault. The main reason that makes this is inefficiency of the driver.
There are mechanisms in which the driver can get license without getting educated and passing the exams. These license are called fake license. Currently available identifying mechanisms are poor to differentiate the fake license from the original one.
The last decade has shown an enormous increase in RFID application and techniques. Fueled by large retail corporation requiring suppliers to use RFID systems in their supply chains (weinsein, 2005) the technology is continuously uncovering new purpose and functions.
A Barcode is an optical machine which is a readable representation of data or information and the information which the Barcode contains is about the object which is attached to the barcode.
Barcode reader uses a laser beam and the reader translates information from the image to digital data and sends it to the computer. The very first scanning of the Universal Product Code (UPC) Barcode back in 1974. Barcodes consist of small image of lines or bars affixed on many items in order to identify a particular product number, person or location.
The RFID device can be applied for the same purpose as a barcode or a magnetic strip on the back of a credit card or ATM card. It provide a unique identifier for that object. And, just as a barcode or magnetic strip must be scanned to get the information, the RFID device must be scanned to retrieve the identifying information.

A significant advantage of RFID devices over the others mentioned above is that the RFID device does not need to be positioned precisely relative to the is well known that the difficulty that a barcode can be read. And obviously, credit cards and ATM cards must be swiped through a special reader.

In contrast, RFID devices will work within a few feet (up to 20 feet for high-frequency devices) of the scanner. For example, you could just put all of your groceries or purchases in a bag, and set the bag on the scanner. It would be able to query all of the RFID devices and total your purchase immediately.

Due to fake licensing and other reason road traffic accident have increased and becoming a common day to day phenomena resulting in loss of life, human suffering, destruction of properties and the environment.
